《私人飞机》对话何耀棣

  《私人飞机》:你当时为什么在国内众多基金会中选择了与爱德基金会合作?
  何耀棣:2008年年末的某一天,我看到一篇宗教报章的报道,汶川有一座教堂因为地震而毁坏,所以他们在香港募捐。我想资助教堂重建,可是又不放心自己的捐款是否能够提供真正的帮助到它,于是立即联系了当时的香港教会,询问谁在承办这次募捐,因此结缘了南京的爱德基金会。爱德基金会和其他基金会的不同之处在于其有宗教背景。很多年前由香港的一位主教发起,在国内从事公益事业20多年,有良好的信誉,有很多捐款人支持。并且爱德基金会香港办事处的领导是以前香港港英政府时期的一个高官。
  《私人飞机》:你认为国内的公益事业应该怎么学习国外的公益事业?
  何耀棣:我认为政府税收鼓励政策至关重要。此外,慈善组织的公信力也非常重要。这两者若不足够就不容易推动私人企业及群众踊跃参与公益慈善事业。为了建立慈善组织的公信力,我提议政府在审批慈善组织登记或成立的申请时要严格些,宁缺毋滥。对于挪用或亏空善款,可考虑将这些行为刑事化以起警示作用
  《私人飞机》:目前你思考的最多的慈善理念是什么?
  何耀棣:中国人很多,如果只捐钱是不可能真的做到扶贫的,所以我相信“授人以鱼不如授人以渔”,应该助人自助,比如我在贵州的“春晖行动”中所支持的产业项目。养鹿的项目就是一个好例子,鹿身上都是宝,都可以用来盈利,这样就能可持续发展了。可由一些单位、组织或牵头人发放鹿种和办鹿场,这样投资人可以节约钱,并且没钱投资的人也可以出劳动力。另外,类似的还有种植果树和修建道路的项目。
  《私人飞机》:作为一个成功的律师,你对现在的年轻人有什么要说的吗?
  何耀棣:我最希望告诉年轻人,任何时候都不要放弃,要努力奋斗。人一辈子可能有很多不如意或者不理想的事,比如家庭环境、读书环境不理想等等,但是只要我们不放弃,坚持努力读书、工作,便有机会获得成功。
  U-Jet: Why did you choose to cooperate with Amity Foundation out of all domestic foundations?
  Dr. Ho: At the end of 2008, I read from a religious newspaper that a church in Wenchuan was raising funds for reconstruction after the earthquake. I wanted to donate for its reconstruction but was not sure if my donation would really be used for that purpose. So I inquired the Church in Hong Kong about who was undertaking the donation, and through it I got in touch with the Amity Foundation in Nanjing. Unlike other foundations, the Amity Foundation has a religious background. It was created by a Hong Kong bishop and has been a charity in mainland China for over 20 years. It has a good track record and is supported by many donors. The head of its Hong Kong office is a former senior official of the British Hong Kong administration.
  U-Jet: What do you think Chinese charities should learn from overseas charities?
  Dr. Ho: Government tax incentive is critical. Credibility of charitable organizations is also important. The lack of either will make it difficult to encourage private enterprises and individuals to support charitable undertakings. To establish credibility, I suggest the government set higher standards for setting up charitable organizations and penalize those who misappropriate or mismanaged donations.
  U-Jet: What is your charity philosophy?
  Dr. Ho: There are too many people in China, so donating money alone is not going to really relieve poverty. That’s why I believe that we should help people help themselves. “Give a man a fish and you feed him for a day. Teach him how to fish and you feed him for a lifetime.” Just like the industrial projects I sponsored in the Chunhui Action of Kweichow. One of them is deer raising, which is profitable and thus sustainable. Organizations or individuals can open deer farms or provide deers in the form of investment while people without money can work in the farms or raise deers independently. In this way, both investors and workers benefit from the program. Other similar projects include road construction and fruit tree plantation.
  U-Jet: As a successful lawyer, what do you want to say to today’s young people?
  Dr. Ho: I want to tell them, keep ambitious and do not give up. Life might not always be pleasant or ideal, like family or learning environment, but so long as you keep learning and working, you will find the opportunity to success.
